PDF Split and Merge is a powerful and versatile tool for working with PDFs. Unlike many freeware PDF tools, it actually does more than the mainstream program it is designed to replace: Adobe Acrobat Editor makes it cumbersome to split files or rotate individual pages and places limits on these sorts of functions. PDF Split and Merge allows you to manipulate PDF files in a variety of ways, using an all-in-one control panel instead of a series of pop-up menus.

The program has an impressive number of functions. As its name suggests, it will split a single PDF file into multiple files and merge several PDF files into one. It offers some clever and useful options for splitting: you can set it to split a file every "n" pages or "burst" a single PDF document into a set of single-page documents. PDF Split and Merge can also rotate individual pages or whole files, reorder pages within a PDF, and delete pages.

One of the most useful features of PDF Split and Merge is its Visual Document and Visual Reorder interfaces. Both interfaces allow you to drag and drop pages, creating an instant preview as you work.

The chief problem with PDF Split and Merge is its user interface. The "File" menu gives options to load workspaces, not PDF files. Without a help document, you're on your own to figure out that each tab in the left-hand menu takes you to a workspace that will load PDF files. Still, after a few minutes of exploring the program, the interface makes sense - it's just different from what most Windows users are accustomed to.

PDF Split and Merge is designed for compatibility with Windows XP and Vista but also works in Windows 7. It is highly recommended as a PDF manipulation tool.
